Co-Creating an XR App Store for Education in the Netherlands

Within Npuls, we are co-developing Simulearn: a supplier-independent XR platform for Dutch education in collaboration with DUTCH and SURF. Based on extensive co-creation, it tackles challenges like fragmented content, LMS integration, device management , and above all: enabling education professionals to start doing and experiment with XR right away.


What can you expect? A live demo of the Proof of Concept 'Simulearn' platform and its key functionalities. We’ll take you behind the scenes of our collaborative journey, from early co-creation workshops and use case exploration to the cross-organisational partnership between Npuls, DUTCH, and SURF. Simulearn is being developed as part of Npuls’ mission to accelerate digital transformation in Dutch education, with a strong focus on public values and practical usability. Along the way, we’ve tackled critical obstacles such as the absence of a central, high-quality XR content hub, the complexity of managing devices across institutions, and the need for a platform that enables sharing of user experiences and good practices.

This session is for educators, policymakers, and tech innovators who want to see how XR can be embedded meaningfully in everyday education, and who want to help shape the future of immersive learning in the Netherlands.

Jeroen Kelder is a digital learning enthusiast with a strong focus on the development of meaningful and scalable digital learning solutions. Within Npuls XR programme, he leads the development of Simulearn, a collaborative platform initiative supported by DUTCH and SURF. Jeroen has extensive experience in co-creation, educational innovation, and platform development, and is driven by the belief that smart technology combined with human-centered design can accelerate learning and empower education professionals and learners.
