PIDs and Funders, A Match Made in Metadata Heaven: How the Australian Research Council is using PIDs to improve research metadata.

Funders can drive change in the research sector by establishing funding requirements that influence institutions and individuals. Current practices in Australian mean that the metadata available about research practice is often limited, may not be available at all, and may be of a low quality or missing key information. In this presentation you will find out about a range of initiatives led by the Australian Research Council to both use PIDs and to encourage the uptake of PIDs by the Australian research sector in alignment with Australia’s National PID Strategy.


Detailed Description
The availability and quality of data about research is critical for funding institutions to evaluate outcomes, demonstrate impact, and justify continued investment.
The Australian Research Council (ARC) recognises that even small, strategic shifts, like embedding PIDs across the research lifecycle, can deliver big benefits. By harnessing the power of PIDs, the ARC can significantly lift the accuracy, consistency, and quality of data about Australia’s research activity which can unlock clearer insights into the return on public investment into research.
In this session we will unpack the following three PID related initiatives at the ARC:

  1. The ARC’s PID Action Plan – this plan on a page outlines 5 key actions that the ARC is taking in response to Australia’s National PID Strategy and Implementation Road Map.
  2. PIDs and Open Access – The ARC’s newly published 2026.1 update to the ARC’s Open Access Policy includes a number of key PID actions such as requiring RORs to be used in attribution, PIDs in repository metadata records, and the requirement for DOIs to be minted for all outputs funded by the ARC.
  3. PIDs in research evaluation – The ARC is currently developing a Research Insights Capability (RIC) as the new research evaluation framework for Australia. In developing RIC ARC sees PIDs as essential tools for data matching across diverse datasets, output attribution, and data validation.

Lee has over 20 years of experience in the Australian Public Service with including over 14 years in research programs and policy including the National Collaborative Research Infrastructure Strategy (NCRIS). Key achievements include the 2015 Research Infrastructure Review, 2016 NRI Roadmap and the 2018 and 2020 Research Infrastructure Investment Plans.

Joining the ARC in 2020, worked on the ERA EI Review and preparations for ERA 2023. Since their discontinuation, his work has focussed on the development of a new approach to national research evaluation, improving the ARCs approach to Open Access and the use of Persistent Identifiers to inform insights into the Australian research sector.

Matthias Liffers is Product Manager for RAiD (Research Activity Identifier) at the Australian Research Data Commons (ARDC), where he leads the service's development. With a background in computer science and library studies, he brings a particular strength in translating complex systems and standards into terms non-specialists can act on. He co-chairs the DataCite Metadata Working Group, has contributed to ISO working groups, and works across a global network of partners, including other PID providers and national RAiD initiatives in the US, Canada, the Netherlands, and elsewhere, on the interoperability, governance, and federation of persistent identifiers for research activities.

Clare Nulley-Valdes is an Assistant Director at the Australian Research Council (ARC), where she leads and contributes to policy work on persistent identifiers, research metadata, open access and research evaluation. She led the development of the ARC Open Access Policy and played a key role in the development of the ARC’s Persistent Identifiers (PID) Action Plan. Her work focuses on strengthening research evaluation through open access, and the effective use of persistent identifiers and metadata.
