DESCRIPTION:European digital sovereignty initiatives focus on reducing depe
 ndence on US companies by creating European alternatives and through data 
 localisation. This approach overlooks a fundamental problem: network exter
 nalities create continued US dominance even under European ownership. In t
 his talk\, I compare Russia's isolationist network sovereignty\, China's g
 overnment-directed standardization\, and argue for a distinctly European a
 pproach. This approach is rooted in developing an alternative technologica
 l trajectory by designing open architectures that distribute power and emb
 ed European values: democratic governance\, environmental sustainability\,
  privacy\, and social inclusion.
